BCDA beats 2025 revenue target amid private sector boom

The Bases Conversion and Development Authority (BCDA) generated nearly 21 percent more in cash revenues in 2025 than a year earlier, driven by improved cash generation from its investments and stronger private sector activity.
The BCDA said its cash revenues reached ₱14.1 billion last year, higher than the ₱11.6 billion it recorded in 2024.
The figure is also an improvement of 40 percent from the state-run firm’s target for the year of ₱10 billion.
Cash revenues refer to actual collections received within the year, which provide the full picture of BCDA’s liquidity and cash performance.
This is in contrast to gross revenues that are based on accrual accounting reflected in audited financial statements and include revenues not yet collected. BCDA’s total gross revenues in 2024 stood at ₱22.1 billion.
The BCDA attributed the growth in cash revenues from land dispositions, lease arrangements, concession fees, and investment-related receipts across its economic zones.
It also pointed to improved performance of transport-related concessions, the continued uptake in growth areas such as Camp John Hay and New Clark City, and higher private-sector investments.
As of November last year, BCDA’s approved investments have doubled to ₱63.97 billion from ₱32.06 billion in the same period a year ago.
“BCDA’s 2025 results show that investor confidence in our economic zones is strengthening, driven by disciplined asset management and projects that are ready for execution,” said BCDA President and Chief Executive Officer (CEO) Joshua Bingcang.
“This allows us to convert land value into real cash flows that directly support government priorities,” he added.
Under Republic Act (RA) No. 7227, the BCDA is tasked to transform former military camps into centers of economic growth.
From the revenues, portions are remitted to the Bureau of the Treasury as dividends and contributions to the Armed Forces of the Philippines (AFP) and other beneficiary agencies.
For last year, BCDA will remit ₱3.29 billion or nearly a quarter of the total cash revenues to the AFP for its modernization program.
This is on top of the agency’s cumulative ₱103 billion contribution to the program and the replication of military facilities from May 1993 to December 2025.
Part of the proceeds will also be set aside to fund the BCDA’s infrastructure projects aimed at strengthening the competitiveness of its economic zones.
“BCDA remains focused on sustaining strong cash performance. This enables us to reinvest in high-impact projects, help strengthen national defense, and deliver long-term value for the Filipino people,” said Bingcang.
