Dizon: 8 DPWH officials relieved in department-wide shake-up amid probe

Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Monday, Jan. 12, relieved eight regional and district officials as part of a department-wide shake-up aimed at addressing anomalies in flood control projects and strengthening accountability across the agency.
The reshuffle also affected officials who failed to meet Civil Service Commission (CSC) qualifications, underscoring the department’s renewed focus on professionalism, compliance, and public trust, Dizon said.
“We are officially relieving today for various reasons, specifically because there are ongoing investigations here, which I cannot fully disclose to you,” Dizon added.
“But suffice it to say we are investigating a lot of people in the department,” he said, highlighting the intensified efforts to scrutinize project execution and internal operations.
The changes cover key positions in multiple regions and districts.
Four regional directors were relieved: Ronnel M. Tan (Region 1), Jovel G. Mendoza (Region 4A), Virgilio C. Eduarte (Region 5), and Danilo D. Villa (Region 7).
Assistant regional directors Neil C. Farala (Region 4B) and Annie S. Dela Vega (Region 5) were also removed.
District engineers Ruel V. Umali (Metro Manila 3rd DEO) and Manny B. Bulusan (South Manila DEO) were among those relieved.
Additional officials removed for failing CSC qualifications include OIC District Engineers Sherylann Gonzales (La Union 1st DEO), Roy Pacanan (Iloilo City DEO), and Peter Scheller Soco (Leyte 4th DEO).
Dizon said further adjustments in assignments and removals are expected as part of the department’s ongoing reforms.
The secretary emphasized that the reshuffle reflects the DPWH’s commitment to stricter merit and qualification standards for all officials.
It also aims to ensure transparency, proper project implementation, and public confidence in government operations.
“The removals are part of our intensified efforts to address anomalies and enhance accountability in DPWH operations,” Dizon said, stressing that the department will continue to review project performance and compliance to prevent lapses in public service delivery.
