House to tackle Anti-Political Dynasty Bill, 16 other LEDAC measures once sessions resume

House Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos says the Anti-Political Dynasty Bill is one of 17 Legislative-Executive Development Advisory Council (LEDAC) measures that are docketed for committee deliberation.
Rep. Marcos confirmed this ahead of the resumption of sessions on Jan. 26 following the month-long holiday break.
The 16 other measures that will be tackled soon at the committee level are the following:
(1) amendments to the Coconut Farmers and Industry Trust Fund Act;
(2) the general tax amnesty bill;
(3) the proposed law on online gambling;
(4) the masterplan for infrastructure and national development;
(5) the Progressive Budgeting for Better and Modernized Governance Act;
(6) the measure disqualifying relatives of officials up to the fourth degree from certain government contracts;
(7) the Cybersecurity Act;
(8) the Digital Payments Act;
(9) the bill on fair use of social media, artificial intelligence and Internet technology in elections;
(10) the Magna Carta for Barangays;
(11) amendments to the Downstream Oil Industry Deregulation Law;
(12) amendments to the Biofuels Act;
(13) the proposal requiring civil servants to waive bank secrecy;
(14) amendments to the Anti-Money Laundering Act;
(15) the Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act; and
(16) the Party-list System Reform Act.
“Our target when we return from recess is to move as many of the social protection, health, education and good governance measures up the pipeline, from TWG (technical working group) briefings to committee reports, then to the floor,” Rep. Marcos said.
“LEDAC is not a separate track from the people’s priorities; these are the same bills that touch classrooms, hospitals, barangay halls, rice prices and jobs," the presidential son stressed.
The Anti-Political Dynasty Bill is one of the longest sought measures in the history of the legislature.
The existing 1987 Constitution has an express prohibition against political dynasties; however, it has never been enforced due to the absence of an implementing law. A major sticking point in attempts to legislate it has been the definition of a "political dynasty".
The House Committee on Suffrage and Electoral Reforms was supposed to take up such measures on Jan. 13; however, the legislative calendar was adjusted to accommodate the extended deliberations on the 2026 national budget last December.
Last Dec. 11, House Speaker Faustino "Bojie" Dy III and Rep. Marcos jointly penned and filed House Bill (HB) No.6771, or their version of the proposed Anti-Political Dynasty Act. It is expected to be the template measure once the suffrage panel begins its hearings.
HB No.6771 defines "political dynasty" as the concentration and dominance of elective political power by persons related to one another.
"Under this proposed measure, spouses, siblings, and relatives within the fourth civil degree of affinity or consanguinity of a duly elected public officer are disqualified from simultaneously holding identified elective public positions," read the bill.
Meanwhile, "political dynasty relationship" refers to an existing familial relationship with an incumbent elective public official, such as a spouse, direct ascendant or descendant, sibling or any other person related within the fourth civil degree of consanguinity or affinity whether legitimate or illegitimate, full or half- blood.
