Manila City Mayor Francisco “Isko Moreno" Domagoso has signed three Executive Orders as part of the city government’s preparations for the Feast of Jesus Nazarene on Jan. 9.
Under Executive Order No. 1, Series of 2026, work in all offices of the Manila City Government will be suspended, along with classes at all levels in both public and private schools on Jan. 9.
Meanwhile, Executive Order No. 2, Series of 2026 mandates a liquor ban on Jan. 9 within a 500‑meter radius of Quiapo Church and along the Traslacion routes.
Violators are to be cited and penalized under Manila City ordinances enforced by police and local authorities, with fines and possible other penalties under city code and the Local Government Code.
In addition, Executive Order No. 3, Series of 2026 provides for a total ban on the manufacture, sale, distribution, and use of firecrackers and pyrotechnic devices from January 8 to 9 across the entire City of Manila.
Like the liquor ban, enforcement will be through existing city ordinance provisions that impose fines and other penalties on violators.
The measures aim to ensure public safety, order, and solemnity during the annual religious event. Officials said enforcement will be strict, with apprehensions and citations issued on the spot for anyone caught violating the bans.

Mayor Domagoso also led the send-off ceremony of security and safety forces at Quirino Grandstand, emphasizing the city government’s commitment to keeping the event safe and orderly.
Officials also reminded devotees to cooperate with crowd control measures, stressing that the priority is the safety of all participants.
