House Speaker Faustino "Bojie" Dy III has vowed strict congressional oversight following President Marcos' signing of the ₱6.793-trillion General Appropriations Act (GAA) for 2026.

Dy, who personally witnessed the signing of the fresh national budget in Malacañang on Monday morning, Jan. 5, said such oversight will ensure public funds are spent lawfully, efficiently, and without corruption.

“The signing of the budget is not the end of our work. Simula pa lang ito (This is just the start). It is the start of oversight. Congress will make sure every peso is spent exactly as approved,” Dy said.

He described the 2026 GAA as an inclusive, transparent, and accountable budget that puts the Filipino people first. He says it reflects the administration’s commitment to ensure that public funds directly address the daily needs of its citizens.

“This is the People’s Budget. It is a budget that is open, accountable, and focused on improving lives—creating jobs, strengthening education, expanding health care, and ensuring food security,” Dy said. 

"This reflects the President’s clear direction that public funds must be used responsibly and felt by the people," added the House leader.

The Isabela 6th district representative promised the post-enactment scrutiny of the 2026 GAA even as the previous year's national budget was described as one of the "most corrupt" in history.

This was mainly due to the flood control projects corruption scandal, with such anomalous projects made possible by alleged insertions to the budget measure.

Dy said Congress will work closely with the executive branch to ensure the smooth and timely implementation of the budget, while firmly exercising its constitutional duty of oversight.

“There will be zero tolerance for corruption. No leakages, no shortcuts, and no excuses. Ang pera ng bayan ay dapat magamit para sa taumbayan,” he stressed.

At any rate, Dy said the 2026 budget delivers concrete gains across key social sectors, including substantial investments in education, health services, and social protection, while maintaining fiscal discipline to keep public finances stable.

He also underscored that the 2026 GAA introduced reforms and milestones never before implemented in the budget process, such as the livestreaming of the Bicameral Conference Committee hearings.

This year's outlay is the biggest in the country’s history, topping 2025's record amount of ₱6.326 trillion.
