The Philippine National Police (PNP) is seeking to expand the enforcement efforts against motorcycles using open pipes and illegally modified mufflers to promote road discipline among riders.
Acting PNP chief Lt. Gen. Jose Melencio C. Nartatez, Jr. said police units have been in constant coordination with local government units for the enforcement existing laws and local ordinances on illegal vehicle modifications.
“We are looking at a broader and more coordinated implementation across the country. We want to encourage compliance and help riders understand that vehicle modifications are regulated by law,” Nartatez said.
During the New Year’s festivities, the National Capital Region Police Office (NCRPO) intensified its operations against individuals who used open pipes and modified mufflers to prevent excessive noise, maintain public order, and ensure a peaceful celebration in residential communities.
In Taguig City, the local police conducted “Oplan Sita” along with barangay security forces in Barangay Pinagsama to crack down on motorcycles with open pipes and modified mufflers.
The operation resulted in the apprehension of 15 riders for various city ordinance violations, including five for illegal exhaust systems, which were confiscated.
Nartatez stressed that open pipes should not be treated as a simple traffic concern as the issue directly affects public safety, public order, and noise pollution, especially in residential communities.
“We view open pipes not just as a traffic issue but as a public safety and public order concern,” said Nartatez.
Nartatez clarified that the campaign is not an anti-rider policy as he recognized the role of riders in daily transport and livelihoods, “We understand the sentiments of motorcycle riders. This is not an anti-rider policy. We just want safe, legal and responsible riding,” he stated.
