"Nagpapasalamat tavo na liatas na ngavon si Baby Rvu at nasa piling ng tunay na mga magulang. Binisita ko sila kahapon sa kanilang bahay sa Tumana. Nakakatuwang kasama na ni baby si Mommy Bea at Papa Russell," Quimbo said in a statement Wednesday, Dec. 31.
(We are grateful that Baby Ryu has now been found and is in the care of his true parents. I visited them yesterday at their home in Tumana. It is heartwarming that Baby is now with Mommy Bea and Papa Russell.)
"Pero kailangan harapin ng suspek na dumukot kay Baby Ryu ang buong pwersa ng batas. Hindi natin dapat maliitin ang bigat ng krimen na ito (But the suspect who abducted Baby Ryu must face the full force of the law. We must not underestimate the gravity of this crime)," stressed the Committee on Ways and Means chairman.
"Ang pagdukot sa isang sanggol ay isang uri ng sugat na hindi madaling maghilom--habambuhay na pangungulila ng anak Sa kanyang tunay na magulang, lalo na sa aruga ng nanay," noted Quimbo.
(The abduction of an infant is a wound that does not easily heal—a lifelong longing of a child for his true parents, especially for the nurturing of his mother.)
"Ito ang mga dahilan kung bakit hindi puwedeng palagpasin ang hindi makataong gawain ng suspek. Nanawagan tayo sa mabilis na paglilitis. Kailangan magsilbing ehemplo ito na hindi dapat tularan," he underscored.
(These are the reasons why the inhumane act of the suspect cannot be allowed to pass. We call for a swift trial. This must serve as an example that should never be imitated.)
Quimbo says the security protocols of Amang Rodriguez Memorial Medical Center itself needs to probed for possible lapses.
"Hindi dapat mangyari ang ganitong kapabayaan o pakikipagsabwatan ng ospital o sinumang kawani nito. Panawagan din natin sa DOH na i-review ang newborn screening, verification system, at discharge procedures ng ating mga ospital," the veteran solon noted.
(Such negligence or collusion by the hospital or any of its staff must never happen again. We also call on the Department of Health to review the newborn screening, verification system, and discharge procedures in our hospitals.)
Quimbo says that while he's thankful for the happy ending to Baby Ryu's story, somebody must still be held accountable.
"Hindi na dapat ulit maranasan ito ng kahit sinong pamilya. Kailangan may managot, kailangan may magbago (No family should ever have to go through this again. There must be accountability, there must be change)," he said.
