LEGAZPI CITY, Albay – The Albay Electric Cooperative inaugurated on Labor Day a new substation that will supply power to the island-towns of Bacacay and Malilipot and San Miguel Island in Tabaco City.

ALBAY Rep. Joey Salceda, Ako Bicol party-list Rep. Jil Bongalon, Diday Co, sister of Ako Bicol party-list Rep. Zaldy Co, Aleco, and other local officials lead the inauguration and energization of the new Aleco Bical Salvacion substation on Thursday morning.
Ako Bicol party-list Rep. Angelo “Jil” Bongalon said that the construction of the 10 MVA new distribution substation in Sitio Bical, Barangay Salvacion, Daraga will serve the growing power demands of mostly island barangays and municipalities in Albay.
“Ito ay na-construct para gumanda ang daloy ng kuryente in Santo Domingo going to Bacacay, more particularly sa Cagraray Island, island ng Malilipot, at San Miguel Island sa lungsod ng Tabaco. Kasi if we can imagine prior to this construction of a new substation, ang source ng kuryente sa tatlong isla, if you can just imagine, the farthest barangay sa isla ng San Miguel galing pa sa transmission line ng NCGP sa Santa Misericordia sa bayan ng Santo Domingo. Imagine, how many kilometers ang linya ng kuryente, kaya very disadvantageous ‘yan kasi kung ang source mo napakalayo, along the way, napakaraming puwedeng mangyari,” Bongalon said.
San Miguel Island is located at least 20 kilometers away from the town of Santo Domingo which often complained of the poor power supply from Aleco.
Among problems experienced by residents are intermittent power supply, frequent power outages, and low voltage due to the distance from the source of electricity.
With the inauguration and energization of the new substation, these problems would be resolved according to Bongalon.
“The substation in Bical, Salvacion, Santo Domingo, that is eight kilometers from the NGCP transmission line so mas malapit para sa Cagraray, Malilipot, at San Miguel Island,” he said.
Bongalon said that the project used modern substation equipment compliant with local and international standards to ensure efficient and reliable power distribution.
Part of the project is the construction of an approximately eight circuit kilometers of 69 KV sub-transmission lines from Barangay Santa Misericordia to Sito Bical to energize the new substation.
Bongalon said that funding for the construction was part of the P500-million allocation for ALECO to stabilize its power supply.
“The budget for this Bical is part of the 2024 budget that was allocated to Aleco,” he said.
Aside from the new Bical, Salvacion Aleco substation, two more substations are being constructed in Ligao City and the town of Daraga.
“Based doon sa P800 million plus as contained in the 2025 national budget ideally all the municipalities will have their own substation. So, lahat ng 15 na munisipyo at tatlong lungsod magkakaroon ng sariling substation kasi ang pinaka-bentahe nito halimbawa sa bayan ng Malilipot may sariling substation, lahat na power supply the entire Malilipot dun lang manggagaling. So, kung may problema, dun lang sa Malilipot ang apektado,” he said.
The rehabilitation of Aleco is one of the priority projects of Ako Bicol party-list through its chairman Rep. Zaldy Co.
