BuCor to review policies on transport of PDLs after attack against BJMP personnel


The Bureau of Corrections (BuCor) is set to review its security policies in transporting persons deprived of liberty (PDLs) after the personnel of the Bureau of Jail Management and Penology (BJMP) were attacked last April 7 along the Manila-Cavite expressway while transporting a Chinese detainee.

In a statement, BuCor Director General Gregorio Pio P. Catapang Jr. said he gave the directive to the agency’s intelligence, security and operations units to conduct the review.

“The review aims to identify vulnerabilities and implement more stringent protocols to safeguard the transportation of high-risk detainees effectively,” Catapang said.  

He said that while it was reported that six of the assailants were arrested, "it is better to take precautionary measures."

The Chinese detainee on transport by the BJMP personnel when the attack happened is "allegedly connected with a notorious kidnapping syndicate known for its brutal methods, including torture and murder of victims,"

Also, the detainee "is wanted by Chinese authorities for his involvement in a kidnapping case in Jinjiang City,” the report stated.
