COA orders payment of P3.6-M in vacation, sick leaves of 20 ex-employees of Veterans Memorial Medical Center
Twenty former employees of the Veterans Memorial Medical Center (VMMC) or Veterans Golf Club (VGC) have been ordered paid by the Commission on Audit (COA) a total of P3.69 million for their accumulated vacation and sick leaves from 2004 to 2011.

While 48 members of VMMC/VGC filed their petitions for money claims, only 20 of them who signed the special power of attorney were recognized as real or actual party complainants.
The claims for payment of vacation and sick leaves were filed by the Alliance of Democratic Free Labor Organization (ADFLO) before the regional arbitration branch (RAB) of the National Labor Relations Commission (NLRC).
The issue reached the Court of Appeals (CA) and the Supreme Court (SC). The CA ruled that the NLRC did not act with grave abuse of discretion in granting the claims of 20 employees. The CA's July 13, 2018 decision was affirmed by the SC on Jan. 14, 2019.
A petition for money claims was later filed before the COA on June 29, 2022.
"In this case, this Commission holds that the petitioner (ADFLO) was able to substantiate its claims based on the submitted documents," the COA ruled.
However, the COA denied the claims for execution and deposit fees in the amounts of P33,090.42 and P16,725.21, respectively, or a total amount of P49,815.63 since these were not included in the NLRC's decision.
