DBM approves ₱1-billion fund for child development centers nationwide

Department of Budget and Management (DBM) Secretary Amenah Pangandaman has approved the release of ₱1 billion for child development centers (CDCs) in poor or low-income local government units (LGUs) across the country.

Pangandaman said the fund release follows President Marcos’ directive to prioritize education and human capital development.

“We believe that establishing CDCs across the country is crucial to every Filipino child’s overall well-being before they transition to school,” Pangandaman said.

President Marcos led the ceremonial signing of the Joint Circular on establishing CDCs at Malacañan Palace on April 3. The Joint Circular signed by the Department of Education (DepEd) and DBM outlines the guidelines for LGUs to set up CDCs using the Local Government Support Fund-Financial Assistance to LGUs (LGSF-FA).

“Through the CDCs, our children will have a strong foundation, which in turn will strengthen the foundation of our nation,” the president said in his speech.

He likewise announced that 328 low-income LGUs will receive funding this year to support early childhood care initiatives.

“Of this number, 89 LGU beneficiaries will be in Luzon, 106 will be in the Visayas, and 133 in Mindanao, including BARMM,” the DBM reported.

“Through CDCs, our children will have the support and structure that they need even before they enter our classrooms,” DepEd Secretary Sonny Angara, for his part, said.

The beneficiaries from low-income LGUs were identified and verified by DepEd, based on the Second Congressional Commission on Education (EDCOM II) Year 2 Report.

“The CDCs will serve as resource hubs for early learning programs, family support services, and research on child development, effectively addressing existing gaps in the country’s early childhood care,” the DBM said.
