As former Department of the Interior and Local Government (DILG) secretary, Abalos oversaw all LGUs across the nation.

Furthermore, he facilitated the successful integration of 396 former combatants from the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) as official members of the PNP, advancing efforts toward lasting peace and national unity.
Abalos also prioritized improving public safety by modernizing the Bureau of Fire Protection (BFP), ensuring all cities and municipalities were equipped with functional fire trucks and stations.
