The Southern Police District (SPD) has successfully ended a 35-year manhunt with the arrest of Baguio’s most wanted fugitive during an operation in Makati City on Tuesday, April 29.

Authorities identified the suspect as “Orlando,” 63, listed as the No. 1 Most Wanted Person by the Criminal Investigation and Detection Group (CIDG) Regional Field Unit 14 and the Provincial Most Wanted by CIDG Baguio CFU for the second quarter of 2025.
Orlando was arrested by operatives of the District Special Operations Unit (DSOU), District Intelligence Division (DID), Intelligence Section of the District Mobile Force Battalion (DMFB), CIDG Baguio CFU, and CIT Baguio-RIU 14 in Barangay Tejeros.
Authorities said his arrest stemmed from a warrant of arrest issued for serious illegal detention under Article 267 of the Revised Penal Code, with no bail recommended, by Judge Salvador J. Valdez, Jr., presiding judge of RTC Branch 5, Baguio City, Benguet, dated January 16, 1990.
They did not provide details about when or how the alleged serious illegal detention occurred.
The National Capital Region Police Office (NCRPO) said that the suspect had been unemployed and constantly changing residences within Metro Manila to avoid arrest.
Meanwhile, the SPD stressed that “no matter how long they hide, the arm of the law will [eventually] find them.”
“The Southern Police District remains aggressive and consistent in its pursuit of criminals, committed to ensuring justice is served,” it added.
Orlando is currently under the custody of the DSOU.
