The party, in a letter dated April 23, reached out to NBI Director Jaime Santiago to express its concern over the "malicious and falsified" nature of the material, which was reported by a major broadsheet.
The supposedly manufactured document even falsely attributed its authorship to House Majority Leader Rep. Mannix Dalipe, who already denied the matter.
The party says it strongly believes the incident constitutes identity fraud, cyber libel, and possible violations under the Cybercrime Prevention Act of 2012.
They are calling on the NBI to establish the origin of the forged document and pursue all legal remedies against the perpetrators.
"In light of this, we respectfully request… a full investigation to identify the individuals or groups responsible for the creation and distribution of the fabricated 'Oplan Horus' document,” the letter read.
Lakas-CMD also requested that the NBI determine how the forged document was published in a major news outlet and disseminated on social media platforms.
They urged coordination with Meta and other digital platforms for forensics and user traceability.
According to Lakas-CMD Executive Director Anna Capella Velasco, the falsified document and the newspaper report that came out after it "caused significant reputational damage not only to the Office of the Majority Leader, but also to the House of Representatives and the Lakas-Christian Muslim Democrats".
She maintained that it was "clearly fraudulent" as Dalipe already "categorically denie[d] any knowledge of or involvement with the said document". Dalipe's signature on the document was supposedly forged.
The group also asked the NBI to "initiate the appropriate legal proceedings and file criminal charges, if warranted, against those found responsible for the fabrication, publication and malicious sharing" of the false material.
Velasco added that they are ready to submit all available evidence to support the investigation, including "the published document, screenshots of social media posts, digital copies, and sworn statements".
"We urge the NBI to treat this matter with the utmost urgency," the letter said.
"It involves not only the identity and integrity of a high-ranking public official but also the credibility of our democratic institutions ahead of the 2025 midterm elections," it added.
