DICT welcomes new undersecretary
PBBM appoints lawyer Christina Faye Condez-de Sagon as DICT Undersecretary for Legal and Public Policy
The Department of Information and Communications Technology (DICT) on Wednesday, April 30, welcomed the appointment of lawyer Christina Faye M. Condez-de Sagon as Undersecretary, where she will concurrently serve as Chief of Staff to Secretary Henry R. Aguda.

In a statement, the DICT described Condez-de Sagon as a “seasoned legal and public policy expert, bringing with her deep experience in advancing critical infrastructure initiatives and digital policy reforms.”
The DICT noted that Condez-de Sagon has championed transformative ICT legislation aimed at strengthening cybersecurity and safeguarding the country’s national ICT infrastructure through her extensive legislative and policy work in the Governance Commission for GOCCs, the Philippine Competition Commission, the House of Representatives, and the Senate of the Philippines.
Most recently, Condez-de Sagon served as Assistant Vice President for External Affairs at Aboitiz InfraCapital, where she led strategic stakeholder engagement efforts for crucial infrastructure projects nationwide.
She also served in the Private Sector Advisory Council – Digital Infrastructure Secretariat, where she played a key role in formulating actionable recommendations aligned with the President’s vision to bridge the country’s digital divide.
“Her appointment signals the DICT’s strong commitment to building a digitally empowered, innovation-driven nation,” the department said.
Aguda noted that as Chief of Staff, Condez-de Sagon will be “key to driving our priorities with focus, speed, and seamless coordination.”
“Her leadership will be crucial in our efforts to drive a digital-first economy, enhance cybersecurity, promote inclusive technology for all, and uphold transparent governance,” he added.
Making ‘Digital Bayanihan’ a reality
With her addition to the Department’s leadership team, the DICT remains confident in its mission to ensure that no Filipino is left offline.
Condez-de Sagon is expected to spearhead efforts to mobilize the DICT’s organizational units, driving the swift implementation of programs and projects aimed at fostering an inclusive and future-ready digital ecosystem for Filipinos.
“It is an honor to serve the country at such a pivotal moment in our digital transformation journey,” said Condez-de Sagon.
“I am humbled by the trust placed in me by President Marcos and look forward to working with Secretary Aguda, the DICT team, and sectoral partners to advance a secure, inclusive, and transparent digital economy,” she said. “We will help Sec. Henry in making Digital Bayanihan a reality for all Filipinos,” she added.
Condez-de Sagon earned her Bachelor's Degree in Economics and Bachelor of Laws from the University of the Philippines – Diliman. She later pursued a Master’s Degree in National Security Administration at the National Defense College of the Philippines.
