The Philippine National Police (PNP) has started implementing the intensified security measures for the dry season amid expected exodus of millions of people to their respective provinces for long vacations that also coincides with the midterm elections.
Dubbed as Ligtas SUMVAC (summer vacation) 2025, PNP chief Gen. Rommel Francisco Marbil said it details security measures to ensure public safety and maintain peace and order nationwide from April 1 to May 31.
The operational plan, according to Marbil, will require the deployment of more than 40,000 policemen nationwide under the Enhanced Operational Concept of Managing Police Operations (E-MPO) Strategy.
He said the strategy focuses on increasing police visibility, intensifying patrol operations, and enhancing coordination with other government agencies and local government units.
Marbil explained that the intensified security is necessary as there are several special events that would be held from April 1 to May 31, including the Holy Week from April 13 to April 20, Araw ng Kagitingan, Labor Day and the Flores de Mayo.
“The summer months bring a surge in travel as families take advantage of the long holidays and school break to visit their provinces, attend reunions, and enjoy vacations in resorts, beaches, and other tourist destinations,” said Marbil.
“The influx of local travelers, balikbayans, and foreign tourists is expected to increase activity in transport terminals, major highways, commercial establishments, and recreational sites, requiring heightened police presence to prevent criminal activities and ensure public safety,” he added.
Marbil explained there is a need for preventive measures that early police intervention could bring since the increase in the number of people in certain areas may also lead to a rise in crime cases such as burglary, theft, and other illegal activities.
He said the police presence would also address expected traffic congestion along major thoroughfares and provincial roads.
Influx of travelers
Among the areas where increase in police deployment are expected are bus terminals, airports, and seaports.
“Additionally, with many homes left unattended for extended periods, burglars may take advantage of the situation,” said Marbil.
He said they are also mindful of the possibility that threat groups and criminal elements may attempt to disrupt peace and order, especially with summer vacation coinciding with the election campaign period, election day, and the proclamation of winners for the local and national elections.
Marbil said Police Assistance Desks (PADS) will be strategically placed in transport hubs, tourist spots, and major event venues to provide immediate response to the public.
Marbil also encouraged the public to take necessary precautions, such as securing their homes before leaving for vacation, being mindful of their surroundings, and following safety guidelines in crowded places.
“Our law enforcement officers will be on the ground, working tirelessly to keep our communities secure. We urge the public to remain vigilant, cooperate with authorities, and immediately report any suspicious activities. By working together, we can make this summer safe and enjoyable for everyone,” he said.
Marbil said emergency hotlines and police assistance numbers will remain active for any concerns that require immediate attention.
