Escudero signs New Senate Building's detailed architecture, engineering design

Senate President Francis "Chiz" Escudero said on Thursday, April 3, that he has already signed the Detailed Architecture and Engineering Design (DAED) of the New Senate Building (NSB).

"Ito ang kauna-unahang pagkakataon—huwag niyo akong tanungin kung bakit—na nagkaroon ng DAED ang building na ito na dapat sana mayroon na bago pa man simulan ang mga building construction ng anumang building (This is the very first time—don’t ask me why—that this building has a DAED, which should have been in place before the construction of any building even began)," he said in a press conference.

The plan was signed by Escudero, the Department of Public Works and Highways (DPWH), contractors with pending works, and consultants as well as experts hired by the Senate.

Escudero the DAED will serve like a roadmap, so to speak; not just a plan but a detailed blueprint for the building approved through the bidding for the necessary amounts and the work that needs to be carried out.

"So next week, hopefully kung gusto niyong sumama magse-ceremonial signing din kami noon kasama nung mga stakeholders upang sa ganon maisa-pormal ito at para makita niyo na rin siguro kung nasaang stage na nga ba ito. Para maniwala kayo ‘pag sinabi kong hindi pa kaya sa kasalukuyang taon (Next week, we will hopefully have a ceremonial signing with the stakeholders, and if you'd like to join us, it will be a great opportunity for you to see the current stage of the project. This way, you can believe me when I say that it won’t be possible this year)," he said.

Escudero has mentioned that the earliest they can transfer would be December 2026, the latest would be December 2027.

He explained that the reason is, that the building never had, from the beginning, since 2012, a DAED. He added that because of this, when he assumed office he kept on asking how much it takes to finish it, how much they need to finish it, and how long it takes.

Escudero said that nobody could answer him because there was no DAED, the DAED was only completed under his watch in December of 2024.

"So, now I could confidently answer you already, it will be finished in the earliest, if we’re lucky, meaning weather permitting and everything, supplies arriving on time, December 2026  at the latest, December 2027," he said.

But for Escudero, it would be better to transfer by 2028.
