DepEd opens online applications for Senior High School voucher program for SY 2025-2026

The Department of Education (DepEd) has officially opened online applications for the Senior High School (SHS) Voucher Program for School Year (SY) 2025–2026.

In a Facebook post on Tuesday, April 29, DepEd announced that eligible students can now apply via the Online Voucher Application Portal (OVAP) at https://ovap.peac.org.ph.

What is the SHS Voucher Program?

The SHS Voucher Program is a financial assistance initiative that allows qualified Grade 10 completers to enroll in private Senior High Schools, non-DepEd public schools, or state/local universities and colleges that offer SHS.

Who needs to apply?

DepEd clarified that not all learners need to apply.

Automatically Qualified Learners—those who graduated from public Junior High Schools or are Education Service Contracting (ESC) grantees from private JHS—do not need to apply for a voucher.

However, the following categories are eligible to apply:

  • Category C: Grade 10 completers from the previous school year from private schools who are not ESC grantees.
  • Category D: Grade 10 completers from earlier school years (but not earlier than 2016) who have not enrolled in Grade 11.
  • Category E: Learners who passed the ALS Accreditation and Equivalency (A&E) Test for Grade 10 (from 2018 onwards) or ALS learners who passed the Presentation Portfolio Assessment (PPA) and have not enrolled in Grade 11.
  • Category F: Learners who passed the Philippine Educational Placement Test (PEPT) for Grade 10 (not earlier than 2016) or will take the PEPT for the upcoming SY and have not enrolled in Grade 11.

Who are not eligible?

DepEd said the following are not eligible for the SHS Voucher Program: students who graduated from high school in 2015 or earlier; incoming Grade 12 learners who were not part of the SHS Voucher Program in Grade 11; and non-Filipino citizens.

Key dates

DepEd emphasized that all applications must be submitted through the OVAP, and applicants should use a reliable email address for communication.

Among the important dates for the SHS VP application for SY 2025–2026:

Application Period: April 2 to May 14, 2025

Deadline for OVAP Account Creation: May 14, 2025

Deadline for Submission of Requirements: May 16, 2025

Deadline for Categories E and F: August 29, 2025

Posting of Application Results and Start of QVA Certificate Release: June 23, 2025

End of QVA Certificate Release: September 21, 2025

DepEd reminded applicants to prepare and upload the following documents: a 2x2 ID photo, parent’s or guardian’s consent form, affidavit of financial capacity, and certificates of rating or completion (ALS, PEPT, etc.).

How to apply

To apply, applicants must visit https://ovap.peac.org.ph and create an OVAP account using a working and accessible email address.

They should complete the application form, upload the required documents, and submit the application—free of charge.

DepEd urged all interested applicants to complete their submissions before the deadlines to avoid disqualification.

The SHS VP aims to ensure that qualified learners receive financial support to continue their education in private Senior High Schools.
