Mayor Honey breaks record in awarding lots to long-time informal settlers

The Manila local government announced that Manila Mayor Honey Lacuna-Pangan has set a new record in city history by granting the highest number of titled lots to informal settlers through the “Land for the Landless Program (LLP),” surpassing all previous city mayors.
According to the Manila Urban Settlements Office (MUSO) headed by lawyer Dave de Guzman, nearly 800 beneficiaries have received titled lots since Mayor Lacuna-Pangan took office in 2022.
This figure marks the highest number of awards recorded since 1988.
The previous record was held by former Mayor Alfredo S. Lim, who awarded 424 lots during his tenure.
As of this writing, the number of official LLP awardees has reached 775.
Mayor Lacuna-Pangan affirmed her commitment to continue the LLP, a program she launched to provide long-time settlers with land security and peace of mind.
"Sa kabila ng dagok na kinahaharap ng ating lungsod pagdating sa budget, ang MUSO po ay patuloy na nagtatrabaho nang todo upang matugunan ang ating housing backlog (Despite the challenges our city is facing in terms of budget, the MUSO continues to work tirelessly to address our housing backlog), she said.
The mayor has instructed De Guzman to sustain efforts in reducing the city's housing deficit and assured residents that more land titles will be awarded in the coming days.
"Gaya ng lagi kong sinasabi, patuloy po nating isinusulong ang programang ito upang mas maraming Manileño ang magkaroon ng seguridad sa paninirahan (As I always say, we will continue to push this program forward so that more Manileños can enjoy security in their homes)," she added.
Under the LLP, residents who have lived for decades on land they do not legally own are given the opportunity to finally obtain titles to their lots, securing their homes and their future.
The initiative is seen as a major stride in the city’s ongoing efforts to address urban housing challenges and uplift the lives of thousands of Manileño families.
