Single digital system proposed by private sector to streamline government services

The Private Sector Advisory Council (PSAC) urges the Marcos administration to fast-track initiatives integral to the country’s digital transformation, including creating a “Government-as-a-Service” model.

In a recent meeting at Malacañang Palace with President Ferdinand “Bongbong” Marcos Jr., PSAC’s Digital Infrastructure Sector called for integrating government agencies through a singular digital system.

The council likened the model to a smartphone where various applications can function seamlessly.

“This system would allow citizens to access services like document applications, permit requests, and fee payments from a single platform,” it said.

While specifics of the matter were not disclosed to the media, PSAC’s recommendation could be an upgraded version of the already existing e-Government Philippines, otherwise known as eGov PH.

The eGov PH is a one-stop shop application for all national and local government services.

Last year, it was rebranded into a “super app” after expanding its offerings into 75 national government services and 1,305 local government websites and services.

Based on its website, it had surpassed more than five million downloads with over 15 million use cases.

PSAC said that to turn its recommendation into reality, the Department of Information and Communications Technology (DICT) should take the lead in creating the platform.

The council also proposed opening its data and systems to private developers to encourage wider collaboration to improve digital services.

The meeting with President Marcos also focused on accelerating the enhancement of digital payments, data governance, and cybersecurity to ensure efficient and accessible public services.

Cybersecurity, in particular, was a top concern for the private sector given the substantial impact of cyber threats on their businesses and the overall economy.

PSAC called for the immediate passage of measures in the House of Representatives and the Senate that would strengthen the country’s cybersecurity.

In the interim, the group is planning to collaborate with government agencies to flag vulnerabilities to cyber threats, alongside training a new wave of cybersecurity professionals.

“These initiatives are not just for tech experts—they are for all Filipinos. They are essential to improving government services, securing our digital lives, and creating jobs for the future,” said Aboitiz Group President and Chief Executive Officer (CEO) Sabin Aboitiz, the Lead Convenor of PSAC.

Meanwhile, PSAC’s Digital Infrastructure Sector, headed by MDI Group Holdings Inc. Chairperson Myla Villanueva, expressed its appreciation to Marcos over his commitment to supporting the business process outsourcing (BPO) industry.

The group acknowledged the recent initiative to allocate a budget for the upskilling of up to 340,000 BPO workers annually, including near-hire individuals and college students.

Villanueva said this will help equip the workforce with global competitiveness as artificial intelligence (AI) reshapes the workforce.
