American 'fugitive' wanted for 'abduction, rape of a child' arrested in Cavite
An American "fugitive," who is wanted in the United States for alleged abduction and rape of a child, has been arrested by the Bureau of Immigration (BI) in Cavite.

In statement, Commissioner Joel Anthony M. Viado identified the "fugitive" as Young Tom Talmadge who was arrested by the BI's Fugitive Search Unit (BI-FSU) last April 23.
Talmadge's arrest was ordered by Viado after receiving information from the US Homeland Security Investigations (US-HSI).
“We will continue to work closely with international counterparts to protect Filipino children and uphold justice,” Viado said.
The BI said that “Talmadge is the subject of a warrant of arrest issued on March 20, 2025, by the 13th Judicial Circuit Court of Hillsborough County, Florida, for the crimes of sexual battery on a victim less than 12 years old by an adult, lewd and lascivious acts on a child, and kidnapping to commit a felony on a child.”
“The charges are connected to a 1989 case involving the abduction and rape of a seven-year-old girl in Tampa, Florida. The suspect remained unidentified for decades, until a recent breakthrough by US law enforcement using genealogical research and preserved DNA evidence led them to Talmadge,” it also said.
“The Florida Department of Law Enforcement (FDLE) confirmed a match between Talmadge and the DNA evidence from the 1989 case,” it added.
Talmadge is now detained at the BI detention facility in Taguig City while awaiting deportation.
