"For those who face legal consequences in the line of duty, Republic Act No. 12177 ensures that their service is not met with silence, but with tangible support," Acidre, who sponsored and defended the measure during plenary deliberations at the House of Representatives, said.
The Free Legal Assistance for Military and Uniformed Personnel Act mandates the government to shoulder legal fees and provide comprehensive free legal services to military and uniformed personnel (MUPs) who face civil, criminal or administrative charges concerning the lawful performance of their official duties.
Key provisions of the new law include covering all active, retired, honorably separated or discharged personnel, providing them with free legal representation, legal advice, and the preparation of documents such as pleadings, motions, memoranda, and notarized documents, mandating the head of their agency to act within 24 hours to assign legal officers to provide the necessary assistance, and ensuring that the government has budget allocation for the implementation of this law.
Romualdez emphasized that legislation must meet the realities on the ground.
So the law is about more than legal representation, she said.
"It’s about safeguarding the ability of our uniformed personnel to carry out their duties without fear that they’ll be left behind when challenges arise," she added.
Both lawmakers then expressed their commitment to continue supporting the AFP Modernization Program, which aims to enhance the Armed Forces’ capability through upgraded equipment, infrastructure, and training systems. Their party, they said, views this as essential not only for national defense, but for ensuring that Filipino soldiers are well-prepared and properly supported in responding to evolving security challenges.
