
The Department of Migrant Workers (DMW) is strengthening its support for spouses and legal guardians of overseas Filipino workers (OFWs) recognized as solo parents by providing targeted welfare services that address their caregiving responsibilities.
DMW Secretary Hans Leo J. Cacdac said family remains central to the OFW journey, emphasizing the burden faced by solo parents left to manage household and caregiving duties on their own.
“The family is at the heart of every OFW story. And we are grateful that the law recognizes the solo caregiving reality of OFW spouses and other family members. Our role in DMW is to ensure that our system recognizes that too through more inclusive and compassionate programs and services,” Cacdac said.
The initiative aligns with the Expanded Solo Parents Welfare Act, which grants solo parent status to spouses or legal guardians of OFWs in low or semi-skilled jobs abroad for at least one year.
Eligible individuals may receive a P1,000 monthly subsidy, automatic PhilHealth coverage, childcare tax exemptions, and access to education and livelihood programs.
Cacdac also underscored the importance of inter-agency coordination to build a comprehensive and sustainable support system for OFW solo parents.
To implement this, the DMW issued Department Order No. 08, series of 2024, enabling access to welfare assistance, skills development, psychosocial support, and financial literacy services.
“Among the programs and services offered by the DMW are livelihood and skills training, counseling and psychosocial support, financial literacy, and other initiatives that address the needs of solo parents from OFW families,” Cacdac added.
Solo parents are required to obtain a Solo Parent ID from their local government units to access the full range of benefits under the law.
