Co said she already read the Second Congressional Commission on Education (EDCOM II)'s five recommendations on bullying.
She commented that the scope of the suggestions were "limited" and did not "address the larger problems".
In February, the Department of Education (DepEd) said it was already working with EDCOM II on the possible revision of the Implementing Rules and Regulations (IRR) of the Anti- Bullying Act of 2013.
"By consulting the children's rights advocates, social workers, barangay health workers, and DSWD (Department of Social Welfare and Development), we can develop comprehensive but targeted and practical solutions to bullying, as well as situations of children in conflict with the law," she said.
Co stressed that bullying is not only confined to school campuses.
"The bullying on campuses is only the tip of the iceberg because in reality, much of the bullying has its root causes at home and in the neighborhoods around schools," she added.
