The Commission on Human Rights (CHR) has vehemently condemned the fatal shooting last April 23 of reelectionist Mayor Joel Ruma of Rizal, Cagayan and the injuries sustained by an aide and a resident.

In a statement, the CHR said its office in Region II has started a thorough investigation to ensure that appropriate action is taken in response to the grave incident.
Based on reports from its regional office, the CHR said the Philippine National Police (PNP) Region II has initiated a search operation to apprehend the perpetrator, who remains at large.
"As the country’s independent national human rights institution, the Commission reaffirms that all forms of violence are unjustifiable -- especially when they violate the most basic of human rights: the right to life," the CHR said.
"The rising violence against public officials and electoral candidates poses a serious threat not only to individuals but also to the democratic rights of all citizens to participate freely and safely in political life," it also said.
With the rising number of election-related violance, the CHR stressed the the "urgent need" for proactive and preventive action such as strict enforcement of the election gun ban and the implementation of more comprehensive security protocols for campaign activities.
These measures, it pointed out, will be essential in protecting lives and preserving the public's trust on the integrity of the electoral processes.
