President Marcos has designated lawyer Rafael Vicente Calinisan as vice chairperson and executive officer of the National Police Commission (Napolcom).

Executive Secretary Lucas Bersamin confirmed Calinisan's designation, which, he said, was an "internal movement."
"It’s only an internal movement. May term of office sila pareho (They both have a term of office)," Bersamin said when asked if it did not violate the appointment ban imposed during the election period.
Calinisan has a fixed term until Dec. 31, 2030.
In his statement, Calinisan vowed to perform his function "to the best of my ability," adding that much is at stake.
"This is a significant milestone in my career in government, and I am more than committed to serve with dignity and integrity to promote the public interest," he said.
"As the Napolcom exercises administrative control and operational supervision over the Philippine National Police (PNP) under the Constitution, I promise to perform my functions to the best of my ability. Much is at stake," he added.
He also assured the men and women in uniform that "your morale and welfare will remain at the heart of our mission."
"We will continue to nurture professionalism, integrity and excellence within our ranks...To the men and women of Napolcom, we will continue doing the good works by my predecessors, while striving for further improvements in our office," he said.
Calinisan also assured them that he will listen to the entire force and that they will move as a collective whole.
He further said that under his leadership, Napolcom will be proactive, receptive to the needs of the PNP and the people, and to its own employees.
