Who says that the government’s Pantawid Pamilyang Pilipino Program (4Ps) is devoid of success stories?

House Minority Leader Marcelino “Nonoy” Libanan has lauded Jayvee Fuentebella--a former monitored student under 4Ps--for topping the April 2025 Electronics Technician Licensure Examination (ECTLE).

Fuentebella scored 95 percent in the examination, good for the top spot among 2,411 examinees. He shares this distinction with four other topnotchers.

“We extend our heartfelt congratulations to Jayvee for his exceptional achievement, which stands as a beacon of hope and inspiration for all 4Ps families and their children nationwide,” Libanan, a 4Ps Party-list representative, said in a statement on Tuesday, April 22.

“His success underscores the transformative power of education as a great equalizer,” Libanan said.

“Regardless of one’s background—whether rich or poor, privileged or disadvantaged—access to quality education provides the tools, knowledge, and opportunities to change lives and achieve success,” added the veteran congressman.

Libanan emphasized that education remains one of the most effective ways to break the cycle of poverty, reduce inequality, and empower individuals to pursue a better future.

Fuentebella recently graduated from the state-run Technological University of the Philippines in the Visayas based in Talisay City, Negros Occidental.

His family is a current 4Ps beneficiary, receiving government cash transfers aimed at breaking the cycle of poverty through education and health investments.

The Fuentebella family is now set to exit the 4Ps, having achieved self-sufficiency—an inspiring testament to the program’s success, according to the Department of Social Welfare and Development (DSWD).

Administered by the DSWD, the 4Ps is the government’s flagship poverty reduction and social development strategy that provides conditional cash grants to qualified low-income households. Among the key conditions is ensuring that children remain enrolled in school.

Libanan noted that the 4Ps has been allocated P64.2 billion under the 2025 General Appropriations Law, reflecting the government’s continued commitment to uplift disadvantaged households.
