Gatchalian lauds arrest of suspects in kidnap-slay of Filipino-Chinese businessman, driver
Senator Sherwin Gatchalian on Sunday, April 20 commended the Philippine National Police (PNP) for its swift and relentless action that led to the arrest of three suspects in the heinous kidnapping and killing of Anson Que and his driver Armanie Pabillo.
Three individuals are now under police custody. Two of the suspects are Filipinos identified as Richardo Austria David, also known as Richard Tan Garcia; and Raymart Catequista.
The third suspect, identified as David Tan Liao, a Chinese, and who surrendered to authorities on Saturday morning, April 19. Liao is also reportedly known as Xiao Chang Jiang, Yang, Jianmin and Michael Agad Yung, according to police.
“However, the fight doesn’t end here,” said Gatchalian, in a statement.
“We must ensure that everyone involved in this heinous act—whether as perpetrators, accomplices, or masterminds—is identified and held fully accountable,” he said.
Gatchalian reminded that it is the government’s responsibility to protect the lives of its citizens.
“Let this serve as a message: Justice will catch up with those who choose to sow fear and violence in our communities,” he said.
Likewise, senatorial candidate Panfilo “Ping”Lacson also commended the PNP for solving the kidnap-slay case.
The next step now would be to ensure the conviction of the perpetrators, said Lacson, a former PNP chief.
"Just as we criticized the PNP for the kidnap-slay of Anson Que and Armanie Pabillo, we must now give them credit for the arrest of 3 out of at least 5 suspects,” Lacson said in a post on his X account Sunday.
“Equally important is the conviction of ALL the perpetrators by building an airtight case," the former senator said.
The PNP is now tracking down at least two more Chinese linked to the kidnap-slay of Que and Pabillo.
Earlier, Lacson reminded the PNP that the only way to mollify the Chinese-Filipino community and the public amid the spate of kidnapping incidents is to solve the case and bring the perpetrators to justice.
"What is needed is a positive resolution of KFR (kidnap-for-ransom) cases. That is the important thing,” he said at the time.
He had also stressed that the cooperation of the public is important as well to solve the case. "Without that, the victims will be at the mercy of the kidnappers," he said.
Lacson also urged families of kidnap victims to coordinate with non-government organizations (NGOs) like the Movement for the Restoration of Peace and Order (MRPO) founded by Teresita Ang-See.
The MRPO's members are kidnap victims or their relatives, and may help the victims deal with their situation, the 2025 senatorial bet said.
