The 16-year-old Panabo, Davao del Norte native improved to five points in a seven-player group at third place that included IM Paulo Bersamina, who drew with Indian GM Babu Lalit in 19 moves of a Four Knights Game.
Also in the pack were former world challenger Nigel Short of England, Hungarian GM Jozsef Horvath, English GM Stephen Gordon and Malaysian FM Ang Ern Jie Anderson.
They were half a point behind co-leaders GM Evgeny Romanov of Macedonia and GM Surya Ganguly of India, who share identical 5.5 points.
Arca and Bersamina, however, were battling each other in the seventh round with both eyeing a GM norm.
Meanwhile, IM Michael Concio, who topped the blitz section a couple of days before, drew with top seed GM Jan Gustafsson of Germany to stay in a big group at No. 10 with 4.5 points each.
