Castro shared copies of the letters addressed to DOH Secretary Teodoro Herboso, informing him of the termination of the extension of service of Jaime Bernades as a director, and the expiration of Ariel Valencia's tenure as assistant secretary.

The letters were signed by Executive Secretary Lucas Bersamin on April 15.

While no reason was given for the termination of the two DOH executives, Castro said, "When you serve at the pleasure, your tenure may expire at any time."
