Victorias City, OCD ink disaster preparedness agreements
Lacson tapped to lead NIR-RPOC
BACOLOD CITY – The Victorias City government and the Office of Civil Defense (OCD) recently inked an agreement to strengthen disaster preparedness and resilience in Negros Occidental.
OCD Administrator Underseretary Ariel Nepomuceno and Mayor Javier Miguel Benitez, who also leads the Negros Association of Chief Executives, signed the agreements in a resort in Talisay City, Negros Occidental.
The first MOA, between Victorias City and the OCD, focuses on enhancing local disaster risk reduction and management (DRRM) systems.

The second MOA, signed between OCD and Negros ACE, aims to scale up DRRM efforts across the province.
It promotes inter-local government unit (LGU) collaboration, knowledge-sharing, and capacity-building, with OCD providing technical and operational support to all member cities and municipalities.
Nepomuceno stressed the importance of empowering LGUs due to Kanlaon Volcano.
He described the partnership as a milestone in OCD’s collaboration with local governments and described it as shared responsibility and collective action in the face of the country’s high disaster vulnerability.
Nepomuceno reiterated the urgency of disaster preparedness because of the Philippines’ 24 active volcanoes, frequent earthquakes, and other hazards.
He said the OCD will equip LGUs with the tools and knowledge necessary to be effective first responders.
“We have to make sure that you have the capabilities in terms of funds, equipment, and personnel,” he said.
Benitez thanked OCD for the strengthened partnerships and reaffirmed Negros ACE’s commitment to safeguarding communities.
“Negros ACE leaders will remain united and steadfast in keeping Negrosanons safe,” he said.
Benitez noted the regional impact of disasters, particularly on agriculture and food supply chains across the province.
“Our vision is that in a few years’ time, Negros will be a model of local resilience,” he said.
Lacson tapped to lead NIR-RPOC
Meanwhile, Negros Occidental Gov. Eugenio Jose Lacson was recently appointed chairperson of the Negros Island Region (NIR)-Regional Peace and Order Council.
Lacson received a copy of the appointment signed by President Ferdinand R. Marcos Jr. and Interior and Local Government Secretary Juanito Victor Remulla from DILG-NIR officer-in-charge (OIC) Regional Director Lailyn Ortiz and OIC Assistant Regional Director Teodora Sumagaysay at the Governor’s Office here.
In a letter to Lacson, Ortiz said that his designation is a testament to his steadfast leadership, unwavering dedication to public service, and exemplary commitment to peace and order.
“May this new role further inspire your enduring pursuit of good governance and your mission to uplift the lives of the people of NIR,” Ortiz said.
