Albay 2nd district Rep. Joey Salceda has emerged as the frontrunner in the province's gubernatorial race less than a month before the mid-term elections, the latest survey of the Social Weather Stations (SWS) indicated.
The SWS poll, conducted from March 29 to April 5, 2025, shows Salceda securing 44 percent of voter support, an increase from the 38 percent score posted last March. Some 418,000 voters are backing the bid of the Lakas-Christian Muslim Democrats (Lakas-CMD) stalwart, according to the survey.
This places him ahead of Partido Demokratiko Pilipinas-Lakas ng Bayan (PDP-Laban) stalwart, former Legazpi City Mayor Noel Rosal, who garnered 32 percent. This translates to about 302,000 voters.
Salceda, an economist and former longtime Albay governor, has long been a dominant figure in the province. He chairs the Committee on Ways and Means in the House of Representatives.
Rosal, who has faced legal challenges in the past—including a disqualification for election code violations in 2022—now finds himself in an uphill climb for the capitol seat, as per the SWS.
Meanwhile, in the vice gubernatorial race, Salceda’s running mate, Diday Co, emerged as the top choice among voters, securing 37 percent of the voter support, up from 30 percent in March. It is estimated by the survey that she will get 350,000 votes.
Her rival, former journalist-broadcaster Jun Alegre (PDP-Laban) maintained his position at 18 percent—roughly 173,000 voters.
Albay's political landscape has been marked by alliances and legal controversies in recent years. Suspended governor Greco “Grex” Lagman had withdrawn from the race, lending his support to Rosal.
Both Lagman and Rosal face legal battles. Lagman was suspended in 2024 over allegations of accepting illegal payoffs, while Rosal was disqualified from office in 2022 for election-related violations.
Albay's political scene has been historically influenced by powerful dynasties, with Salceda and Rosal being prominent figures.
The mid-term elections will take place on May 12.
