OPAPRU signs MOU with Institute for Economics and Peace

The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) and the Institute for Economics and Peace (IEP) officially signed a Memorandum of Understanding (MOU) to enhance data-driven policymaking for conflict resolution and reconciliation in the Philippines on Monday, April 14.

The signing which was held at the University Hotel, UP Diliman Quezon City was attended by OPAPRU Secretary Carlito Galvez Jr., Chairman and Chief Executive Officer Steve Killelea, and other government officials.

The agreement is expected to strengthen policy development, conflict prevention programs, and local capacity-building initiatives in the Philippines.

“It has been almost a year since OPAPRU's International and Private Partners Office began exploring opportunities for collaboration with the IEP,” Galvez said in his opening remarks.

“Those initial meetings have paid dividends. As of today, we have formalized an understanding that I am confident will elevate our peace-building and development efforts to even greater heights,” he added.

Secretary Galvez emphasized the instrumental role of IEP’s research tools such as the Global Peace Index and the Positive Peace Framework, which he said have already contributed to OPAPRU’s ongoing initiatives.

“Our shared vision of fostering sustainable peace through data-driven strategies and evidence-based policymaking makes this partnership not only timely but inevitable,” he said.

The collaboration will focus on integrating peace metrics into national and local governance, implementing training sessions and policy dialogues, and supporting data analysis efforts to inform peace-related strategies.

Galvez noted that the partnership completes the "cycle of peace enforcement and peace-building" in the country.

Meanwhile, IEP Chairman and CEO Steve Killelea hailed the Philippines as a compelling case of progress in peace and economic development.

“The Philippines is an excellent global showcase of how a country can dramatically improve. Much of this progress is thanks to the collective work of the military, government, civil society, and international partners,” Killelea said.

Through the partnership, the IEP plans to deepen its collaboration with local institutions, including the Philippine Statistics Authority and civil society networks, to better understand regional peace dynamics and craft more targeted interventions.

Killelea expressed optimism that the partnership will yield research-driven activities that ultimately lead to improved human well-being and national prosperity.

“This is more than a document—it’s a commitment to work shoulder-to-shoulder to make peace a lasting reality,” Galvez said.
