Jayvee Fuentebella, a former beneficiary of the Department of Social Welfare and Development’s (DSWD) Pantawid Pamilyang Pilipino Program (4Ps), secured the highest score in the 2025 Electronics Technician Licensure Examination (ECTLE).

Fuentebella, a native of Bacolod City, scored 95 percent in the exam, earning a spot at the top alongside four other examinees out of 2,411 test takers.

In a statement on Monday, April 14, DSWD spokesperson Assistant Secretary Irene Dumlao congratulated Fuentebella, describing his achievement as a source of pride and a reflection of the positive impact of DSWD’s social development initiatives.

“The DSWD family congratulates Jayvee for this outstanding accomplishment, which not only brings pride to his family and community but also serves as an inspiration to other 4Ps children across the country,” Dumlao said.

She pointed out that Fuentebella’s family is among the active participants in the 4Ps initiative, the government’s flagship poverty reduction and social protection program.

“Jayvee’s achievement and the improvement of the Fuentebella family’s well-being exemplify the long-term impact of investing in human capital and empowering families through education and support services,” Dumlao said.

Fuentebella earned his degree in Electronics Engineering from the Technological University of the Philippines-Visayas.

He was also a recipient of the Department of Science and Technology scholarship under Republic Act (RA) 7687, which supports financially challenged but academically gifted students pursuing science and technology-related fields.

RA 7687, also known as the Science and Technology Scholarship Act of 1994, aims to provide educational opportunities for underprivileged youth with strong academic potential.
