Palace: Usec Dy's tenure at DICT expires

The tenure of Jeffrey Ian Dy as Department of Information and Communications Technology (DICT) undersecretary has expired “effective immediately,” a letter dated March 31 from the Office of the President said.

The letter, signed by Executive Secretary Lucas Bersamin, was addressed to newly appointed DICT Secretary Henry Rhoel Aguda.

“Please be informed that the tenure of MR. JEFFREY IAN C. DY as Undersecretary, DICT, has expired, effective immediately,” the Malacañang letter read.

“Kindly inform Mr. Dy of the above matter. Further, for the continuous and efficient delivery of public services in DICT, you are hereby directed to ensure proper turnover of all matters, documents and information relative to Mr. Dy's office,” it added.

Manila Bulletin has reached the Office of the Executive Secretary for confirmation and comment on the matter but it has yet to reply as of posting time.

Dy confirmed his departure from the agency and said he will return to the private sector.

"I know in my conscience I served this government, and the Filipino people very well," he was quoted in media reports.

He also thanked the President for the opportunity to serve the country.

As DICT undersecretary, Dy managed the department’s infrastructure management, cybersecurity, and upskilling, and oversaw the National Broadband Program and the Free Public Internet Access initiative.

The termination of his services follows the appointment of Aguda as DICT secretary by President Marcos in March.

Aguda, former head of UnionDigital Bank and is an expert in digital transformation, replaced former DICT chief Ivan John Uy.

After his appointment, he requested courtesy resignations from all undersecretaries, assistant secretaries, and directors by April 4 to give him a free hand to manage the agency.
