A lawyer-legislator believes that the House tri-committee (tri-comm) now has "probable cause" to recommend action from government agencies against former presidential spokesperson Harry Roque.
In an interview over the weekend, Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro said the revelations made by vlogger Vicente "Pebbles" Cunanan during the tri-comm hearing last April 8 constituted more than enough basis to file a complaint against the controversial Roque.
"Through the use of Internet, he's trying to make it appear that the President (Marcos) is actually using cocaine when through the testimony of Pebbles Cunanan and the other DOJ (Department of Justice) and government agencies resources, they certified na ito ay fake at hindi totoo (they certified that it was fake and not true)," Luistro said.
"So for the purpose of filing I think sobra pa nga sa probable cause yong amount of evidence na na-gather na nila (I think the evidence they gathered constitute more than probable cause)," she undeescored.
During the April 8 public hearing at the House of Representatives, Cunanan executed an affidavit wherein she accused Roque of leading a plan to "bring down" President Marcos' administration with the use of the so-called "polvoron video".
Cunanan in effect claimed that Roque, who had been hiding from Philippine authorities for months now, as the source of the viral video, which allegedly showed President Marcos using cocaine--a powdery substance.
Local authorities have branded the video as fake.
According to Cunanan, Roque had boasted to her and other vloggers during a meeting in Hong Kong on July 7, 2024 that he was good at "bringing down governments".
The polvoron video was made public for the first time by Roque himself, Cunanan said, during a Maisug Rally held in Vancouver, Canada on July 20 – just one day before Marcos’ third State of the Nation Address (SONA).
Roque served as the spokesman of former president Rodrigo Duterte, a Marcos administration critic.
The tri-comm inquiry, which mainly features vloggers and social media personalities, intends to get to the bottom of the unabated spread of fake news and disinformation online.
The special joint panel may recommend action to the executive branch based on the findings of its probe.
