
Brig. Gen. Benigno Leonud Guzman has been appointed as the new Director of the Manila Police District (MPD), replacing Police Brigadier General Arnold Thomas Ibay.
Guzman, who previously served as the Senior Executive Assistant at the Office of the Chief PNP, will officially assume the top MPD post following the release of a Philippine National Police (PNP) directive confirming the new assignment.
His appointment marks a strategic move aimed at further strengthening law enforcement operations and public safety efforts in the nation’s capital.
Ibay, who has led the MPD since 2023, has been reassigned to another key position in Police Regional Office Negros Island Region .
“Police Brigadier General Arnold Thomas Cabugao Ibay O-10571 is designated as Officer-in-Charge, Police Regional Office Negros Island Region, Philippine National Police, effective April 10, 2025,” the order read.
During his tenure, Ibay oversaw numerous high-profile security operations in the capital city.
PNP officials said the transition will be seamless and that Guzman is well-positioned to lead the MPD in addressing emerging security challenges in Manila.
The formal turnover ceremony was held on Friday, April 11, at MPD headquarters.
The event was graced by Manila Mayor Honey Lacuna-Pangan.
