“We demand that the perpetrators – whether common criminals or part of a larger syndicate – be identified, arrested, and prosecuted to the full extent of the law,” Lambino stated.

“We must not allow these acts of violence to go unanswered. We must not surrender our country to lawlessness,” he emphasized.

The bodies of Que and his driver, Armanie Pabillo, were discovered on April 9, dumped along a roadside in Barangay Macabud, Rodriguez, Rizal, days after Que’s family reported him missing on March 30.

Que, 51, owner of Elison Steel in Valenzuela City, was last seen alive on March 29, when he left his office for a meeting.

"Kidnappers are growing bolder – not because they're fearless, but because they're still free. Impunity fuels crime. Justice delayed is danger prolonged.”

Lambino condemned the incident, describing it as “a chilling act of lawlessness".

“This is not just an isolated crime – it is a glaring indictment of our country’s deteriorating peace and order situation, and a damning reflection of the failure of law enforcement to fulfill its most basic duty: to protect the lives of our citizens,” Lambino said.

Lambino serves as chairman of the Association for Philippines-China Understanding Inc. (APCU).

“Where were the authorities when this man and his driver were taken? Where is the swift, decisive response we expect from the police when lives are at stake? The people deserve answers. More than that, they deserve action,” he said.

“The harsh reality is that when perpetrators face no consequences, they often feel empowered to act again, and more boldly,” he said.

“The only reason these kidnappers are getting bolder is because they have not been captured, they have not been put behind bars, and they have not been prosecuted,” he added.
