Camille Villar bats for stronger mental health policies in schools, pushes anti-bullying measures

Deputy Speaker Camille Villar is urging the government to implement targeted mental health programs in schools as part of a comprehensive strategy to curb bullying and promote student well-being.
Villar emphasized the urgent need to safeguard the mental health of learners, pointing out that peer pressure and discrimination are major contributors to bullying in educational settings.
“Napakahalaga na nasa maayos na kalagayan ang pag-iisip ng ating mga mag-aaral,” Villar said. “Ang mental wellness ay susi sa kanilang pagkatuto at kinabukasan.”
To this end, Villar proposed the hiring of more guidance counselors in schools to ensure regular mental health consultations and assessments. She also underscored the need to enhance access to therapy and mental health services, both in school systems and at the community level.
Villar has been a vocal advocate for mental health reforms, particularly in the education sector. In 2023, she filed House Resolution No. 900, calling on the House Committees on Health and Basic Education to investigate the current state of mental health nationwide, with a special focus on the education system.
As part of her legislative agenda, Villar filed House Bill No. 10933, also known as the Teacher’s Mental Health and Wellness Act, which aims to provide educators with comprehensive mental and emotional support. She also filed House Bill No. 10934, which seeks to include mental health conditions in PhilHealth benefit packages.
The Las Piñas lawmaker, who is eyeing a Senate seat in the upcoming May 12 national elections, said strengthening the education system is a cornerstone of her campaign.
“Education can transform lives and societies,” she said. “But for it to succeed, our students and teachers must be mentally and emotionally equipped. The government must take a proactive stance.”
Villar called for a “whole-of-government approach” in addressing the mental health crisis, saying that new and modern strategies are needed to match the evolving challenges faced by students and educators alike.
