Gov't employees urged to maintain political neutrality on social media during campaign period
The Civil Service Commission (CSC) reminded government employees to exercise caution in their social media activities during the campaign period for the May 2025 elections.
In Memorandum Circular No. 3 Series of 2025, CSC clarified that while government workers are allowed to engage with election-related content online, they must refrain from actions that solicit support for or against any candidate or political party.
The memorandum specifies that “social media functions, such as liking, comment[ing], sharing, re-posting, or following a candidate’s or party’s account are considered as [a] partisan political activity if these are resorted to as means to solicit support for or against a candidate or party during the campaign period.”
The CSC reiterated the need for prudence in using social media to ensure employees avoid engaging in partisan political activities.
The guidelines aim to help public servants uphold their constitutional obligation to remain politically neutral and prevent any actions that could undermine public trust in the government.
