BJMP imposes strategic measures protect PDLs from extreme heat

All heat-mitigating schemes are in place to ensure that the persons deprived of liberty (PDLs) in its facilities nationwide are far less uncomfortable amid the rising temperature this summer months, the Bureau of Jail Management and Penology (BJMP) asserted on Saturday, March 8.

BJMP chief Director Ruel Rivera has ordered all jail facilities to implement appropriate measures and to closely monitor the health condition of the PDLs, particularly in Metro Manila, where the extreme heat coupled with the overcrowded jails “pose serious risks.’’

In a statement, Rivera emphasized the urgency to enforce “proactive interventions’’ to prevent heat-related illnesses and maintain the welfare of the PDLs in its facilities.

As part of these measures, Rivera stated that the BJMP has pursued the implementation of health protocols like “placing jail health personnel on heightened alert with jail nurses on standby 24/7 to respond to medical emergencies.’’

With the expected rise of summer-related illnesses, including skin infections, the BJMP procured essential medicines as early as the fourth quarter of 2024 to ensure sufficient supply. 

Rivera noted that ventilation improvements were also prioritized, such as installation of exhaust fans and ventilation shafts, to improve airflow in congested facilities.

“Ensuring access to clean and potable water remains a top priority, particularly in areas prone to shortages,’’ the BJMP explained.

The BJMP disclosed that it continues to strengthen its coordination with the Bureau of Fire Protection (BFP) to secure a stable water supply. 

“Measures are also in place to maintain proper hygiene and sanitation among PDL,’’ the BJMP added.

Beyond these immediate interventions, the BJMP is also addressing jail congestion, a long-standing issue that worsens the effects of extreme heat. 

As part of its ongoing decongestion efforts, the BJMP is undertaking infrastructure projects aimed at expanding capacity, alleviating overcrowding, and providing safer and more humane living conditions for PDL. 

Currently, the BJMP operates 484 jail facilities nationwide, with 142 newly constructed facilities to accommodate the growing PDL population.

Rivera has also reaffirmed the BJMP’s commitment to prioritizing the health and safety of PDL, emphasizing that the bureau will continue to implement measures to mitigate the impact of extreme heat while pursuing long-term solutions to improve jail conditions.
