Reelectionist Senator Ronald "Bato" Dela Rosa said he is determined to refile the bill seeking to reimpose death penalty for high-level drug traffickers should he win in the upcoming midterm elections.

The former Philippine National Police (PNP) chief made the promise in a radio interview, saying it is imperative to address the resurgence of heinous crimes in the Philippines.
“Kung sakaling papalarin, ipa-file ko pa rin ulit kagaya itong walang kamatayang death penalty for high-level drug traffickers. Hindi kasama dito ‘yung mga small-time na mga pusher diyan sa kalsada, drug pusher, ito 'yung mga big-time, 'yung mga malakihan (If I'm lucky, I'll still file the bill on death penalty for high-level drug traffickers again. This does not include the small-time pushers on the road, drug pushers, these are the high-profile ones, those involved in large-scale activities),” Dela Rosa said.
“Hindi makalusot-lusot dahil nga medyo kontrobersyal (it won’t pass precisely because it’s controversial). But still, I truly believe, I’m really convinced na kung ito ay makapasa ay ito ang magiging solusyon sa mga problema na kinakaharap ng ating bansa ngayon (that if this is enacted this could be the solution to the problems our nation is facing),” the senatorial candidate stressed.
Dela Rosa cited the recent kidnapping of a 14-year-old Chinese student in Taguig City whose finger was cut off by the perpetrators as an example.
The senator also noted the case in Cebu where a man, who was under the influence of illegal drugs, killed his wife and two children; and the cases of a three-year-old and an 80-year-old who were both raped and killed.
Dela Rosa is one of the senatorial candidates of the Partido ng Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban) wing allied with former president Rodrigo Duterte.
The senator was the chief implementor of the “Oplan Tokhang” during the Duterte administration’s bloody war on drugs.
"Alam niyo ‘yung kahindik-hindik na krimen, mga heinous crimes na ‘yan, magagawa nila ‘yan kapag sila’y wala sa tamang pag-iisip at sila ay under the influence of drugs (These people can only commit this heinous crimes if they are not in their right mind or they are under the influence of illegal drugs),” the Mindanaoan lawmaker said.
"Sa kampanya na ito, hindi mo matatalo itong ilegal na droga through petiks-petiks approach or padisente-disente approach or ‘yung you treat this problem with kid gloves. Kailangan talaga kamay na bakal ang gamit mo dito (In this campaign, you can’t fight illegal drugs by procrastinating or through a decent approach, or treat this problem with kid gloves. You need an iron hand here),” he pointed out.
“Hindi pupwedeng hindi mo gamitan ng kamay na bakal, otherwise, tatawanan ka lang nitong mga sindikato na ito. Kailangan seryosohin natin ito (You can't help but use an iron hand, otherwise, these syndicates will just laugh at you. We need to take this seriously),” he stressed.
