DOLE: AI adoption must empower workers, not displace jobs

The Department of Labor and Employment (DOLE) has underscored the need for a responsible approach to artificial intelligence (AI) adoption in workplaces to equip Filipino workers with the necessary skills to remain competitive without facing job displacement.

Through its Bureau of Local Employment and Planning Service, DOLE led a two-day consultation in Cebu City, bringing together key stakeholders to discuss AI governance, workforce preparedness, and strategies for responsible integration of AI technology.

DOLE Undersecretary for Employment and Human Resource Development Cluster Carmela I. Torres reaffirmed the department’s commitment to strengthening digital literacy and AI-related competencies to enhance employability and job security.

“As AI reshapes industries and creates demand for new skills, we must focus on initiatives that foster adaptability and competitiveness. This includes comprehensive training programs centered on digital literacy and AI competencies to ensure that technology empowers workers rather than displaces them,” Torres said.

Industry leaders from the information technology and business process management sectors presented insights on AI applications in workplaces, highlighting the importance of an innovation-driven environment while maintaining ethical and legal safeguards.

Discussions covered transparency, accountability, and labor policies to guide AI implementation, with representatives from the government, private sector, and labor organizations expressing strong support for upskilling programs to help workers navigate the evolving job market.

Experts also emphasized the need for human oversight in AI development to safeguard employment and labor rights.

DOLE is set to craft a comprehensive labor advisory outlining AI governance guidelines to protect workers’ rights while preparing them for the demands of a digital-driven economy.
