“The help desk will serve as a resource for our fellow citizens who want to become OFWs. One will be set up in every barangay, and local governments should also be informed. It is best to consult first before leaving so you can receive guidance,” Tulfo said.

This is Tulfo's response to incidents of illegal recruitment and human trafficking perpetrated by unscrupulous agencies and recruiters.

“First, they will recruit you, exploiting those who wish to go abroad under the guise of providing training. They will house you in cramped conditions, treating you like sardines. You won’t receive a salary and will be forced to work. This is a form of exploitation,” explained Tulfo.

“Second, they will have you sign a contract without you knowing what you are agreeing to. That’s why the help desk is so important, to assist you before you sign,” the senatorial candidate added.

During an event in Tarlac City, he presented this proposal as a way to address the problem and help victims.

The gathering was attended by approximately 4,500 families of OFWs, returning OFWs (Balik-Manggagawa), and those who wish to work abroad. According to him, he has already assisted many victims of illegal recruitment and human trafficking by carrying out numerous rescue operations.

He stated that the National Bureau of Investigation (NBI), the Department of Justice Inter-Agency Council Against Trafficking (DOJ IACAT), and the NBI Anti-Human Trafficking Division (NBI AHTRAD) have collaborated with his public affairs program BITAG on these rescue operations.

Tulfo further stated that these measures require a "proactive approach", which means that even before problems arise, the help desk will have actions and solutions ready.

Before aspiring OFWs leave for Manila, they will be guided and cautioned by registering with their barangay and local government, he said. They will also know their whereabouts and contact numbers.

He also stated that hi BITAG Help Desk will work with government offices in each region.
