A cherish fraternity brother.
That's how House Speaker Martin Romualdez described the late former Solicitor General Estelito “Titong” Mendoza, who recently passed away.
“His departure is a significant loss to the legal community and to our nation,” Romualdez, leader of the 300-plus strong House of Representatives said in a statement Thursday, March 27.
Romualdez said Mendoza was “a cherished brother” in Upsilon Sigma Phi fraternity.
"Bilang isang kapatid sa Upsilon Sigma Phi, si Atty. Mendoza ay nagsilbing inspirasyon sa amin. Ang kanyang integridad, talino, at dedikasyon sa serbisyo publiko ay nagsilbing gabay sa maraming kasapi ng aming minamahal na kapatiran,” he added.
(As a brother in Upsilon Sigma Phi, Atty. Mendoza served as an inspiration for us. His integrity, intellect, and dedication to public service service served as a guide to many members of our beloved fraternity.)
Speaker Romualdez says his late fraternity brother’s career in public service “is proof of his dedication and brilliance".
He noted that as the Solicitor General from 1972 to 1986, Mendoza successfully defended the validity of the 1973 Constitution in the Ratification Cases.
“His tenure as Minister of Justice from 1984 to 1986 further showcased his commitment to upholding the rule of law. Additionally, he held the position of Governor of Pampanga, demonstrating his versatility and dedication to public service,” he said.
“Beyond his governmental roles, Atty. Mendoza was a pillar in the international legal arena. In 1976, he was elected as Chairman of the United Nations General Assembly’s Legal Committee, highlighting the global recognition of his legal acumen,” Romualdez said.
The House leader extended his “deepest condolences” to the family and loved ones of Mendoza “during this difficult time".
“May they find solace in the legacy of excellence and service that he has left behind,” he said.
Romualdez said Mendoza’s “contributions to our nation and to the legal profession will forever be remembered and cherished.”
“Rest in peace, Brother Titong,” he further said.
