BACOLOD CITY – The Royal Norwegian Embassy in Manila, together with Sulong Peace Inc. (SPI), reaffirmed Norway’s dedication to peacebuilding, security cooperation, and participatory governance during their recent visit to Negros Island.

Norwegian Ambassador Christian Halaas Lyster led the delegation and underscored the connection between conflict resolution, disaster response, and sustainable development.
Lyster highlighted Norway’s long-term commitment to peace and reconciliation.
Their collaboration with the Philippines began in 2001 when Norway became the third-party facilitator in peace negotiations with the National Democratic Front of the Philippines (NDF).
“This visit to Negros underscores Norway’s continuing commitment to the Philippines’ quest towards lasting peace,” Lyster said.
SPI Executive Director Seth Villaruel emphasized the critical role of continuous dialogue and local leadership in fostering inclusive, community-driven policies.
He said that for peace to endure, governance must be inclusive, responsive, and focused on human rights, community voices, and sustainable solutions.
The Norwegian delegation met Mayor Albee Benitez here, the Army 303rd Infantry Brigade (IBde), and police to discuss security, conflict prevention, and disaster response.
They visited Canlaon City in Negros Oriental and Don Salvador Benedicto in Negros Occidental and met local leaders and barangay officials. They reaffirmed their commitment to ongoing peace efforts through strong local governance.
SPI provided updates on its Transitional Justice and Reconciliation (TJR) initiatives, launched in 2023, to support participatory governance, human rights advocacy, and capacity-building in conflict-affected areas.
A dialogue with former communist rebels where reintegration challenges and pathways to dignified livelihoods were discussed.
The Norwegians also met Kanlaon Volcano evacuees. They emphasized the need for integrating peacebuilding with disaster response and recovery planning.
Canlaon City Mayor Jose Chubasco Cardenas thanked the Norwegian government and explained the current economic situation following the eruption.
Cardenas highlighted the challenges faced by the economy and affected communities and emphasized the need for continued support and collaboration.
