The Land Transportation Office (LTO) flexed its muscle on who the real boss is on the country’s roads after it summoned the registered owner of a motorcycle which was shown in the viral video parked in the middle of a busy road in Antipolo City.
The registered owner is from Barangay San Roque in Antipolo City and LTO chief Assistant Secretary Vigor D. Mendoza said a show cause order (SCO) was already issued against him.
The issuance of the SCO for the investigation, according to Mendoza, will help determine whether or not the registered owner was the one who parked the motorcycle in the middle of the road.
Mendoza said he himself was surprised that a motorcycle rider would have the guts to do so at the expense of other motorists travelling on the same road.
“This is really unacceptable but we also need to hear his side of the story. But what I can assure the angry netizens is that if we are not convinced by the reason cited by whoever parked that motorcycle in the middle road, then this will be a big problem for him,” said Mendoza.
In the SCO signed by LTO-Intelligence and Investigation Division (IID) chief Renante Melitante, the owner was asked to show cause in writing why you should not be administratively charged for Obstruction of Traffic (Sec. 54 of R.A. No. 4136) in connection with the above incident and why your driver's license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle (Sec. 27 of R.A. No. 4136).
“Failure to appear and submit the written comment/explanation as required shall be construed by this Office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” the SCO read.
Amid the ongoing investigation, Mendoza said the Yamaha motorcycle is placed on alarm.
