SANTA ROSA CITY, Laguna--Senatorial candidate Makati City Mayor Abby Binay highlighted what she believed was practically the "bible" when it comes to resolving tensions between food security and urbanization.

And that's the so-called Comprehensive Land Use Plan, or CLUP.

“Your CLUP is good for 10 years and it is a product of an intensive study of the needs of your city. Ang problema po ay maganda ‘yung plano, ‘yung implementation ay sumasablay (The problem with a well-crafted plan is that the implementation can go awry,,” Binay said in a press conference here Saturday, March 22.

Binay, a member of the Alyansa para sa Bagong Pilipinas senatorial slate, says that sticking to the CLUP is crucial to balancing development and agricultural preservation.

“For us to be able to address the issue of balance between food security and urbanization is the strict implementation of your CLUP,” she said.

She added: “Kasi kung magve-veer away tayo dun sa CLUP, what’s the point? (Because what's the point of veering away from CLUP?) And the CLUP is supposed to be your bible to ensure those needs of food security and balance with urbanization.”

Makati City is a wealthy city in the Philippines. It is home to the country’s Central Business District (CBD).
