DOLE trains regional officers on digital system for labor dispute resolution

The Department of Labor and Employment (DOLE) has started training its regional officers on a digital platform and updated labor dispute resolution guidelines to expedite case processing and improve worker assistance services.

DOLE introduced Department Order No. 249, series of 2025, during a training session in Butuan City from Feb. 12 to 13, enhancing the framework for handling employer-employee disputes.

The event also marked the regional rollout of the Assistance for Request Management System (ARMS), an online platform designed to improve case tracking, report generation, and data-driven decision-making.

Single Entry Assistance Desk Officers (SEADOs) and other DOLE personnel underwent hands-on training on ARMS, which provides a more efficient and structured approach to managing worker complaints.

The platform enables labor officers to monitor cases in real time, ensuring timely resolutions while promoting transparency in the dispute resolution process.

DOLE underscored the critical role of SEADOs in assessing grievances and directing them to the appropriate agency, emphasizing that while digital tools enhance efficiency, human intervention remains essential for complex cases requiring careful evaluation.

The Butuan training is part of DOLE’s nationwide initiative to strengthen labor dispute resolution mechanisms and equip labor officers with advanced tools for improved service delivery.

Another training session is scheduled for March 13 to 14 in Central Luzon as part of the department’s ongoing efforts to modernize labor dispute resolution across the country.
