TACLOBAN CITY – Baybay City in Leyte has been declared free from the New People’s Army and now in a Stable Internal Peace and Security Condition.
The declaration made after no communist rebels were sighted in the city for two years was highlighted by the signing of a Memorandum of Understanding and a Pledge of Commitment and release of white doves symbolizing peace and new beginnings.

Baybay City Mayor Jose Carlos Cari, chairman of the City Task Force to End Local Communist Armed Conflict, thanked stakeholders who we helped achieve SIPSC.
Cari said the milestone paves the way for further progress in the city and better quality of life for constituents.
Brig. Gen. Noel Vestuir, 802nd Infantry (Peerless) Brigade chief, commended the city government and other stakeholders for their support and commitment to upholding a safe and peaceful environment.
"The declaration of Baybay City as a stable internal peace and security condition city signified our hard-earned victory of winning the peace in which some of us offered the ultimate sacrifice to achieve.”
He said the SIPSC is just the beginning of a brighter and more progressive future for the people of Baybay City.
